The drum cancels out the debuff, it doesnt matter if the reload is long when the mag is huge. Closest comparison is the Sig 1920 in the Japanese tree and the PPD would be superior to it in most aspects.
On the one hand yes, on the other hand we already have the premium PPD-1944 on BR3 with 71 round mag.

Ppd1944 is BR3 for the same reason Beretta 38 (40) is BR3. Thats how far you push submachine gun with 600 rpm fire rate in this game.
I honestly think it should be uptiered mainly due to the mag size.
And it’s good too. The 1944 also has a slower ROF to compensate. Like compare the stats, the 1944 is worse than the 34/38 in most refards
