You can easily play with German tanks actively. I am doing it pretty much 24/7.
You don’t even need relevant armor. All you need is good team that will mark enemy tanks. That’s pretty much essential. Since if you are playing actively with tank, you can get easily flanked. And side armor is bad on everytank.
Btw. They do need buff penetration on long 7,5 cm that pz IV and stug has. It’s a joke weapon in comparison to short 7,5 cm with heats.
It has lower fire rate and lower penetration.
PZ III N is definitely way better option in Stalingrad than any tank with long 7,5 cm.
I agree with @Adamnpee in that Pz IIIN is a better option but its up to you and how you play. Try running a few practice range runs and find sweet spots for the Pz IVs gun. See where you can ammo rack, disable, or knock out crew at various angles and distances.

Panzergranate 39 - which is absolutely in the game, being the standard Panzer IV round- has according to warthunder wiki 130mm of penetration at 500 meters distance.
The special ammo that you are talking about being “Panzergranate 40” as in tungsten AP round - which has 185mm of armor penetration at point blank.
Now, if you don’t like warthunder as a source, you can check Wikipedia, you’ll get the same results.
And if you don’t like Wikipedia, go check real combat reports of Stug III taking out IS2 tanks.
