This is a project of an enemy rally point, and it cannot be built. The game writes (this red inscription) that the enemy is interfering with the construction (seems like a unique inscription).

If anyone was wondering, that was an indicator that an enemy player was trying to build a Rally Point there and stopped either by choice of forcefully.
Put a mine on it, just in case.
