Instead, making soviet body armor cosmetic only - or having a significant movement penalty is the real solution.
We don’t need body armor for a WW2 game - because it wasn’t used because it had little effect and would have only helped against pistol rounds.

Body armour only really stopped shrapnel, even if these plates somehow managed to stop a bullet, the kinetic force of the projectile would still cause damage to organs and break bones.

There are two reasons why they were impractical. The first is the scale and intensity of fighting, especially at short and medium distances, and the second reason is that rifles were mostly still used, and at that time, vests or armor plates did not protect against rifle bullets at medium distances.

yes not that effective against rifles, they are not meant to be
just like helmets they are meant for shrapnel
how many soldiers are killed by grenades
even if it could just prevent a one grenade down it would be worth it
and most are killed by explosive packs which deal blast damage (not fragmentation) or molotovs which deal fire damage. impact and regular infantry grenades are rather rare now.
i would say armor would help from blast damage as well look at armor designed for people who defuse bombs
yeah fire can not help that unless you have clothing designed for that
