Does the reload perk affect mortars shell load speed?

I don’t think so; they depend entirely on the weapon’s reload speed, and the perks only benefit the soldier’s primary weapon however I’m not sure, I have squads of AT soldiers and Mortar crews with those perks, and I haven’t noticed any difference in that regard.
In case you’re wondering, rifles with grenade launchers don’t have those advantages either; the weapon upgrades only affect the rifle’s performance.
Euthy confirmed in another post that reload speed perk only applies to guns. It does not work on mortars or AT weapons.

I do swear it does, for example on the new zuckerman squad i maxed out the reload on my soldiers and i swear they load the bottle up faster. Is it placebo

Unexpected, but now I know it does too; thanks for sharing the info, friend. I guess the aim-speed perk affects it as well, then.
Aim speed isnt a real stat tho, dont get baited. Its just a visual effect.
