I see it,s getting harder and harder to find new Content for URSS. but here i find the solution, nad more cool, it,s very easy to do so because it,s aleardy in WAR THUNDER.

this model is perfect for a BRII Tank in Tier I Tanker squad. why? Because Germans have BRII Tanks in Tier I Tank squads. why URSS have none? Also a BRI or BRII AA trunk will do fine has well.
this also comes from war thuner so two clicks and it,s done.

I think it would suit well as an event tank.

yes and i Have this trunk, but… it,s hard has fuck to see it. just place it in TT,
just to complete i also realy wish ALL Faction have Mobile AA in BRI or BRII.

I do not disagree, but the issue that, for the most part, the devs didnt put event stuff into the tech tree saved for the M2 Mortar (which was planned like that in advance). Plus some people wouldnt support it and bitch about copy-paste.
I would rather go with the GAZ-AAA (DShK) or maybe the ZSU-37.
just give a Mobile AA and it,s fine. 
plus, T26-4 is a exelent choice, because it,s 75mm Cannon.
