Dunno about NPCs, but what about adding in the firing range some human-shaped targets?
I’m thinking of something you’d plausibly see in an improvised field range, sort of scarecrow-like rags and hay mannequins, placed here and there among the current flat targets.
When hit, instead of the blood effect, there would be a small dust cloud effect on the impact point.
I think those could be useful when testing a weapon, to give a better feeling of the practical accuracy against a human-shaped target, besides the current targets.

+they could have the same HP as humans and “die” with enough damage. And respawn after 10 or so seconds.
