Could it be a good idea to allow engineers to build barrage balloons?
As I imagine it, they should be very cheap (like barbed wire or sandbags), unavailable indoor, and not just appearing in the air without warning, but rather spawning just above treetop level and slowly ascending up to a fixed altitude with a ±10-20m random factor.
Not game-changing, but still one more tool for infantry to fight CAS supremacy. A few well placed balloons would possibly force pilots to pay more attention and drop their ordnance from greater distance, or at the very least spending time and ammo blowing them up. Should the occasional unaware pilot crash into a balloon or a cable, the engineer who built it should be credited for the kill.
Again, it’s not a big deal, but on the other hand all the assets are already in the game, and it looks like something relatively easy to implement.

I doubt they would find much use. You would have to build many of them in one psot to really protect it, thats because bomb radius is broken. It consumes time, and have to be done on cap point in order to be effective. Between barberd wire and baloons, I would place wire, Baloons are just to unefficient.
But it doesnt hurt to introduce them. It will clater the ui a bit thou, so maybe it would be good idea to make categories of engineer buildings for the future, thus making it easier to build stuff, once there are more structures.

I agree with your idea but use the barrage ballon only because the developers do not decide to fix the current anti-aircraft is not rigth, i note how by now we have all given up to fix it, we should insist with the developers on fixing anti-aircraft this problem is much more easily to solve of others, and I still don’t understand why a simple momentary anti-aircraft buff is so difficult to do
