I’ve been playing pretty steady since the drop of the Far East campaign, as both Soviets and Japanese, as I always ‘join all’. My priors are the following:

For Japan and Soviets, I am BR II. However, these loadouts are ‘maxxed’ out. What I mean by that is for both I have several premium squads, all of my guns are 3-star upgraded, and all of my troops/squads are max level. Additionally, I also have all of my troops equipped with shovels, explosion packs, anti-personnel mines or TNT, binoculars, canteens, and pistols.

I am generally pretty good at the game. I usually end rounds with around 100-150 kills depending on how well I did. This does influence my progression/overall experience a lot.
That out of the way, having had the opportunity to play both the USSR and Japan in the Manchurian theatre, I have noticed an imbalance in terms of outcomes, but do not believe there is an imbalance in terms of ability to win. In my opinion the Soviet BR II offering is much stronger than the Japanese BR II offering in terms of equipment, guns, and flexibility. For example, Soviets can (if the players put in the effort) walk into fights with upgraded or even stock Pps-42/Pps-43s (versus Type 100 Earlys), Madsens (versus Type 11/Type 97s), and much stronger rifle offerings (Fedorov vs Type Hei, and Winchester vs the Arisakas). The vehicles likewise favour the Soviets.
All of that said, my experience has been (as Japan) most games feel extremely easy, whereas for Soviets I feel like I have to fight very hard and multitask a lot to win games. I think the primary reason for this is the skill level of the 2 faction playerbases involved, rather than the equipment being unfair. In a vacuum, and I assume at higher BRs (but I don’t know), the Soviet vs Japan experience should heavily favour the Soviets. But I still frequently see “Mosin 1907 Carbine” kills in the feed, even in BR III games. I also can just observe, generally, the average score of a Soviet team tends to be a bit lower than the average score of a Japan team; when I win as the Soviets, usually 1-2 people have a score over double that of the 3rd/4th person.
As such I think the issue, if there is one, is primarily a problem of Soviet players’ skill levels and management of their bots. I may write a guide on what I do as far as bot management, equipping different classes, and so on, if people might be interested in seeing it; but I doubt most new players, who need that kind of information, are on the forums much. Maybe I’ll make a steam guide too.
