After testing the M18 in the test range and realizing it can be frontally penned by quite literally anything the germans and japanese have including the panzer 2 C, ta-se, ha-go and even some SMGS that managed to kill it by shooting the ammo rack i TRULY believe the m18 should be lowered to br2.

well why not? the 76mm gun has almost no HE filler, the crew is exposed from the top, it has no coaxial or hull MG, only the roof mounted 50 cal which the commander has to be exposed to use. i see no reason as to why it should be in br4 instead of 2 or 3.
BR3 would be fair considering how much worse it is compared to how it is in War Thunder

In fact, I support all tank destroyers to drop their br.Tank destroyer is weak in the military game.Because this is not warthunder.There are not so many tanks for you to destroy.They are often inferior to other tanks of the same br in fighting infantry.As an excellent anti-tank gun, the price is too high. Their combat capability is not excellent, but their br is so high.As a result, they are usually inferior to medium-sized tanks and heavy tanks with the same br.

BR3 would work.
You have to consider the following - German armor is 50mm in BR1 - BR3, with Premium STUG G and Premium Panzer III M being the exception.
In other words a M18 would have zero purpose in BR2, because even if uptiered its gun will not be more effective than other BR2 vehicles.
BR3 is a different story, because it would allow US players to deal with Tigers and Panthers when uptiered
I don’t see why the M18 couldn’t go to BR3. The 75mm L/48 on the German Panzer 4s has basically the same performance as the US 76mm and it gets to go on BR3 tanks with actual armour.
