The Ki-61-II is a BR4 Japanese fighter and the 61-I a premium, and both are quite weak for the rank and, in my opinion, should be moved to BR3. Even just having a glance at the Ki-100 and P51 D (both of which are BR3), it should be obvious these planes would not be anything too powerful compared to what is already at that rank. Below I’ll show the induvidual key stats of the 4 planes mentioned, then compare them.

- Armament: two 20mm cannons (400 rounds), two 12.7mm MGs (500 rounds), two 100kg bombs
- Performance: 655 Kph max speed, 19°/s climb rate, 16.8 second turn speed
- BR: IV
- Armament: two 20mm cannons (240 rounds), two 12.7mm MGs (800 rounds), two 100kg bombs
- Performance: 589 Kph max speed, 20.8°/s climb rate, 14.3 second turn speed
- BR: III
- Armament: two 20mm cannons (400 rounds), two 12.7mm MGs (500 rounds), two 250kg bombs
- Performance: 591 Kph max speed, 21.8°/s climb rate, 14.9 second turn speed
- BR: III
- Armament: six 12.7mm MGs (1620 rounds), two 500lb (250kg equivilant) bombs
- Performance: 712 Kph max speed, 20.8°/s climb rate, 18.3 second turn speed
So, as can be seen, the stats for the Ki-61s are actually worse than these two fighters a rank below them, in general.
The guns preform just about as well, but the Ki-61-I lags behind in this area because of it’s reduced ammunition for the 20mms. The Ki-61s are much worse off in the payload area, with the twin 100kgs being much weaker than the two 250kg/500lb bombs the Ki-100 and P51D have. Flight performance of the two are generally better than the P51 (though beaten heavily in speed, but the faster turn speed makes up for this), but the Ki-100 is in every category better (except for top speed compared to the Ki-61-II.)
