The B5N2 is a naval attack aircraft that used to be BR3 for some reason, and while it is better at BR2 now, I belive that it can be moved to BR1 without much issue. The fairly large bombload of this plane is the reason it used to BR3 and is now BR2, two 250kg bombs, but there are many downsides to counteract this advantage. The most glaring issue is the complete lack of any pilot controlled weapons, due to it being based off a reconnaissance plane, meaning that if there is ANY enemy plane up, you will get shot down easily. Another big disadvantage is the fact that you have to take off from the carrier in pacific maps, which is a long and tedious process that further makes air-spawn planes much better since they start with energy and attitude. With these two major downsides, I believe that it can be moved to BR1. There, it would be a trade of of having zero offensive capability against planes and being quite fragile, but having a good set of bombs to make up for it.
Comparing this to the closest example on BR1, the Potez 633, this shows my point. That plane has two 200kg bombs, which are a bit weaker than the 250kg bombs, but still fairly good bombs, and has a machine gun mounted in the nose, making that plane able to combat others.
