it depends which side you are gonna play,
and witch one you played before.
if you are a german main, you might not like the " outdated " equipment, especially if you come from normandy or berlin.
their tanks are somewhat primitive until you reach either the PZ IV or the PZ III J from BP, but better than what the russians get ( outside the T50 )
Moscow German army relays mainly on machineguns, ( MG15 being a beast, and the Mg30 a god tier up until you reach easy mode with the scoped mkhb 42. might not be accurate, that is truee, but it’s still devastating. ) while having bolt action faster than the russian ones. lastly, they have also stronger tanks ( such as the PZ IV E, PZ IV F1, PZ III J and also the PZ III E. otherwise the pz II and pz IIIB are a potato shooter with paper armor… )
on the other hand, if you are going for the russians, they prevail in the SMG field, tanks are… very weak up until the T50 and arguably have the best airplanes. ( Il2 being the flying tank for a reason )
i personally like the soviet side a bit more, but the germans are quite " stacked " up for the end tier right there.
in terms of win rates, so far it has been balanced to me.

i personally would recommend it because Moscow maps are somewhat of my favorites ( Mainsky forest, Fortified District, Birch Grove, Manor, and Beloe Lake ) and as an alpha tester, i somewhat grew up with those maps as originally Moscow was the first campaign ever released that i got to play on, and the first that i also played with progression.
but others campaigns are also nice if you like what’s inside.
one factor that i would take in consideration are, see the tech tree and take a look at what you find interesting. host a few custom games on your own to get the feel with the maps, and then you decide if you can see your self spending more hours on them 
but those are my general two cents based on personal opinions and experience.
