Suggestion:
-40% vert rec → -15% vert rec
-30% hor rec → - 10% hor rec
+35% vit → +15% vit
+20% dmg → +8% dmg
those perks cost a lot of skills so no need nerf just git gud … +35% speed ? dont see this in my french game same for +20% dmg you talk about weapons ? nerf yourself

I understand WHY you want this (more realism)
But some of those are kinda needed BECAUSE of some game flaws. For example hor. reduction perk, mainly used for lmgs.
Why is that perk necessary for lmgs, especially Germs ones?
Because a mechanic that’s SUPPOSED to work, bipods, does not. Therefore those lmgs can only be semi reliably used with such perk… without it those lmgs are no better than a point blank shotgun.
As for the damage boost, do you mean the one from weapon upgrade? 
Stop trying to explain everything with realism, this theme is about balance

balance went out of the window when they included campaign progression. if you want some balance ask for equipment based MM.

dmg is only upgrade for weapon and not a soldier perk.
bigger problem is that in same match you can have newbie with springfields and stuarts vs veterans with stg44 and tigers. so problem in game is no MM and not perks that give slight advantage over soldiers with no perk.
And suggestion is about both perks and upgrades
But I like to kill assaulters with ppsh with my kar, I just want that they need to deal with recoil and more time to kill me (damage)

If DF add equipment MM, all players immediately notice, that perks and upgrades is not a “slight advantage”
80% of the players wont notice anything. and other 20% are veterans with those perks…

It also has “slight advantage” upgrade system, but with maxed crew and upgrades tank not even close to what it was in stock.
a better suggestion would be to give soldier class exclusive perks, kind of like how tankers/engineers have unique perks that are exclusive to their soldier class
(improved targeting, change ammo type without losing reload progress, less speed loss after gear shifting, faster gear shifting, faster seat change, repair durability, more repair usages, these are unique tanker perks. while more resources, faster build speed are the engineer perks)
or better yet, some existing perks could be made to be class exclusive

maybe better thing would be that some perks would cost half as much for some classes.
no thats already in the game, we would need something more unique, for example the riflemen being the standard bare-bone soldiers could have a perk that after charging, they dont get locked into slow walk for few seconds, instead they can continue running as if they werent charging, this perk could be called -50%
after-charging slowness, this perk would be within green area
gunners could have a perk which gives them extra ammo, kind of like mortarman, this perk would be within yellow area
radio operator could have a perk which increases the firing zone of the artillery, this perk would be within red area
