Probably those guys knew only that they were making basically advert for ww2 shooter and that’s it. They took weapons and made movie, no connection to the game development proces.

If they are permanent then devs are just stupid. It’s design from 90s and should be left there.
I think devs are trying to copy the system from obsolete games like Call of duty 3 
At least we have ammo belts modeled. So I guess we made some progress over those 30 years of game industry
