Make bombers dont interfer with the regular artillery

as the title says is annoying to wait 3 minutes just to end with a useless bomber attack

hell even more i hope the enemy kills those planes as fast a posible so i could call normal and decent artillery instead

or, or get rid of bombing strike, or allow arty in area outside bombing zone
