Lowering the BR for D3A1

Info:

The D3A1 is in BR 2 not in a Good Place in BR 2 because Japan doesnt have any good Planes in BR 1 or because of the Weaponry/Bomb load in BR 2. The D3A1 is in the same Bomber Division [301st] like the E13A1. The D3A1 should be in BR 1 which would give us a Better Plane to play with and it would be more Fair for the People that plays Japan to fight against the Comintern/Allies with their Equipment like the Hurrican MK IIB/Trop and other Planes/CAS Planes in BR 1/2 or the Armored Cars/Tanks.

Should the D3A1 BR lowered to BR 1?
