From level 19-25 it says “Not available for this version of the game”. Does that mean theres another place to buy the game or does it mean version as in updates.
More campaign levels will be added in the future.

The highest level of this game is lv26. If you reached that level, you wont get anything more. And it’s developers told us and dont considered it as a bug. Just leave the game.
Considering its currently max level for every nation that is leveled up separatedly and how difficult it can be to progress past certain point, 26 levels is not a small amount actually. DEVs are limited to the amount of armanents used during operation Typhoon in 1941 and them being relatively small studio, so it´s probably not even possible to have extremely long progression right on CBT. Apply same logic for every battle that will be in the game so far (that means 4 campaigns) * 2 ( amount nations for each campaign)… that is a lot to do, try and play.
Also I just don´t get your salt when recommending to straight up leave the game because of that limitation. That also makes me wonder, why don´t you leave (and have fun instead of torturing yourself) if you despise it THAT much? Just saying, that your pointless and frequent rants are usually pretty much useless in terms of feedback and it is probably not even good for health.
More weapons and vehicles will continue to be added in the future, particularly we assume with OBT release which will likely lead to another reorganisation and reset (hopefully returning flamethrowers a bit lower again).
Personally I hope the max level doesn’t get raised too far. This isn’t War Thunder where tiering is a thing, so very-high-level equipment could cause some serious balance issues.

It’s more different options, you can always only have a max of 4 (5) squads in a battle and each are specialised for different situations, sure guns get better for certain ones, but isn’t that much of a difference beyond a certain point and more options are (almost) always better.
What will be nice is if the devs make the campaign level the same across all campaigns so as you level up and earn stuff in one, you do so in another, will really improve the niceties of the game since yes, you don’t train with the soldiers and their equipment, but the basics are the same and reduces the grind.
I wouldn´t be strictly against raising level as long as it won´t powercreep, or unlocked equipment is completely unhistorical. Hopefully this won´t end up like War Thunder, but at the same time, each campaign will probably require some more work even after release to keep it fresh and interesting. Which besides of new parts of the map would probably also include raising level.

Unless the current top-level equipment floats to the top above the new additions, I don’t forsee that being the case.
Rifle grenades, mortars, and the lever action, for example, are peerless.
Can you refund my money? 50USD? For me, I can use that to buy tons of games, but instead, I bought this game. So why cant I express my strong disappointment here?

You were never eligible for a refund.
I and many others keep saying this but people just don’t learn:

This also applies to early access games.
You signed the user agreement, which states you cannot get refunded. It also states that the game can change at any point.
But even if you were eligible, is it really that big of a deal? You easily have played over 50 hours of enlisted, so you only paid 1$ per hour, or less.
And yes, of course you can express your disappointment, however, keep in mind that it has to be constructive feedback so that the developers can improve the game.
For example, instead of saying that RO2 has much better tank sights and that Enlisted one’s are bad, you could construct it like this:
“I have a difficult time using tank sights in the game. It feels very restrictive to be locked into the periscope views, without being able to switch between periscopes quickly and hope that the developers can add a way to quickly switch between them. I also hope that tank interiors can be added, and hope that we can have historically accurate tank sights.”
Maybe he had bad RNG and he can’t get weapon orders anymore to upgrade his remaining guns

That would be a bit different issue then and should have been mentioned as such in the first place. Instead of pointing fingers somewhere in general direction.
Because they admit this is a “bug”, but do not want to fix it.
Now they lend a brand new account to him to play. Complete new, all from lv1.

In case it is not, monetization should never be built on creating problems and selling back solutions (through gambling to add more salt in injury).
Hey at least the game will get banned for gambling in two countries in that case 
At least EA won´t end up alone in the dark room I guess…
