In War Thunder, the Ki-61-II Otsu Kai is capable of carrying 2 250kg bombs. With the Ki 100 at BR 3 and Ki 84 Ko at BR 5 both carrying these payloads in Enlisted, the Ki-61-II Otsu Kai is in a weird place not also having this capacity.
