It makes no sense that you can unlock the flame trooper for the Japanese early as you can for the allies, I don’t think it is fair at all for the Japanese to get flame trooper to begin with because they have better weapons and it’s easier to progress in the Japanese progression.
Nonsense. In Pacific flametrooper is unlocked at level 14 both for the Allies and Axis.

It’s unlocked at level 14 but it’s easier for the japense because they have better weapons, for example they have the katana as a melee weapon where as the US has none, and everyone will say that the HA-GO is better then the M2A4
