It’s time to embrace the PTW era where every operator gets 90% head damage resistance and 10% torso damage resistance.
Chinese players of miHoYo games only need to skip pulling a fully Constellation 6 character to equip armor with 10% damage reduction and an invincibility helmet; this might even cost them merely half a month’s allowance.

Well since 10% damage reduction has the biggest impact on weapons with a close damage threshold - both 7.62 TT and 45acp are much less effected by armor than 9mm.
In other words, the only Soviet gun that loses its one hit down power would be SVT38, at least what I can think of right now.
Better discuss the removal of protection from Soviet body armor.
