Rerolling isn’t just in Stalingrad so that’s why that’s not disabled
Buying Campaign levels, upgrade soldiers, buying weapons etc. neither but yet they are disabled?
That is the explanation that makes the most amount of sense to me 
Some things arent really well looked at. I mean you can go to Axis Tunesia and transfer your BREDA machine gun to the soviets in stalingrad. Aint logical.
