Is upgrading a grenade launcher worth it?
or
Do the upgrades only affect the bolt action part of the gun?

The upgrades are only for the rifle.

If you are talking about rifle grenades … , the upgrades only impact the rifle portion. BA variants dont get much of a boost in damage due to them already having the damage buff, but does get some rof and shot deviation improvements for bullets along with some damage. Semi auto variants may be worth for more reliable 1 hit knocks though.

If you are talking about the AT grenade launcher (GRB-39 being the only grenade launcher that I know being upgradable), you don’t get any more shot penetration, but you really dont need to as it fires HEAT grenades anyway. The RoF and Reload time is where it does come in handy so I would only upgrade to max those stats IMO.

M2 and M1 garand grenade launcher.
And the futur semi auto grenade launcher in general.
For BA grenade launcher it’s not that important. You get a kill 95% of the time.
