I do use obrez ppsh41 as its a very potent gun in CQC, however I only use it with guerrilla squads because they have second weapon slot and obrez is equipped in the second slot while I use the Mp40 in the first slot for its good mid range.
This is the case for me with both the Soviet premium guerrilla and Axis TT squad.

The Obrez is good if your fighting within 10 meters. 
If I use a backup smg then a lot of times I will use the Obrez for those close battles when you want to blow a lot of lead rushing into a building cap point. I also like the M1918 which is damn good at short and intermediate range, once you get used to the gun sight that is. I have a squad that uses them and I love them now that I’ve got used to the sight.
