Let’s not exaggerate. That’s not good. I’m against all kinds of clown skins with unicorns and ponies, but is a cuirass a clown skin? Are ordinary pouches for ammunition magazines clown skins? Should normal skins affect gameplay? Yes. Should clown skins with anime girls, unicorns, and pink ponies be introduced into the game? No.
The way how toxic custom orders are, it would affect the game in similar negative manners as it would allow vets and whales to ez mass equip their soldiers with more ammo and explosives, not helped by the way how frontline customization works.
It would also make backpack vs weapon slot entirely pointless because it could severely negate the loss of backpack slots.
This system would require a total overhaul of events, BP, customization, guns and perks, which, while I am not against per se, will not happen, at least not in a scale we need to make the system not toxic.
We were doing so well, the conversation went from a suggestion to a diatribe about the exploits of the factions of WWII, back to the a conversation about the original suggestion.

Not in the slightest. USSR is the only faction currently with body armor.
Historically only USSR and Germany even tested use of body armor plate like that.
So the only factions in game that should get it is USSR and Germany. Adding Body Armor to Germany though is still unbalanced. As while it means USSR vs Axis is now balanced. Axis vs Allies is now unbalanced.
Ergo the simplest solution is to remove body armor from USSR.
Body armor should be cosmetic only.
