Pretty straight-forward suggestion. Solid shot does not have the benefit of HE splash that APHE shells do. While the best strategy is to aim for ammo, it is inconsistent to even explode ammo with a single shot.
As a balancing measure (without making it functionally identical to APHE), make solid shot more effective at blowing up ammunition on direct impact. Any solid shot that is say 50-57mm or larger should consistently explode any ammunition it hits in a single shot, with anything smaller blowing ammunition up in two.
