Basically we have 3 types of semi auto rifles right now:

High damage rifles with usually guaranteed one hit downs in close to medium ranges with 15-16 damage.

medium damage rifles that usually one hit down in close range, unless shooting at targets with special increased survivability like Paratroopers and Flamers bonus vitality or Soviet body armor, those usually have around 14 dmg, but some special guns exist with just above 10 dmg.

low damage rifles that never one hit down with under 10 dmg like M1 Carbine or VG1-5.
Now with the exception of low damage carbines which are in a really good spot right now, I dare to say we should consider increasing damage of those higher damage rifles.
I think there really is no single reason why we should have any full power semi auto with under 15 damage. So basically I propose that all current medium damage rifles get 15.3 dmg, while current high damage rifles get 18 damage.
18 damage would greatly increase their long range effectiveness without turning them into full one hit kill guns like bolt actions. While extra survivability doesnβt change the one hit down power of those 15.3 damage guns, it still greatly reduces the range these guns one hit down. Not to mention BR4 rifles getting a damage buff would help them staying unique when comparing them to BR5 full auto rifles.
Keep in mind that both bonus vitality from Patatroopers and the 10% damage reduction of Soviet armor effectively give a soldier a total HP pool of 15 - which means that current 15.3 dmg rifles only down in one shot in very close range.
