I’ve had Japanese A.I shoot me through forests, sandbags, out their backs, when im laying down prone not firing 100 meters away from them down a hill in a bush, A.I seemingly take headshots from a fully upgraded M1 Garand and 37 MM Cannon from tanks.

The reason for this is that the perk for “decreased shot spread when quick turning” seems to make AI much more intelligent in general. Most high level players are already aware of this.
Keep in mind that the Rifleman 1 troops all have this as their primary perk. So if you are running into a lot of AI (without a player) most of them will be rifleman 1s.
If you are running into players, and they seem to be running a lot of riflemen, chances are very high that they equipped them with the additional perk on top of the base perk, making them snipe you like crazy.
Pacific is usually just used as a place to farm extra resources to be used on other campaigns. Due to this, the prevalence of cheap but extremely effective riflemen is very high.
Tunisia is treated in a similar way. Cheap rifleman squads used to farm resources.
