i dont think you are supposed to be able upgrade the weapons when neither squad upgrades nor the logistics are out yet

Back in Berlin CBT phase1, I believe you still can spend something. All those spent would be restore when phase2 came.
I mean, you gained “coolness points” for breaking the game… but what you really did was to waste an upgrade card on a weapon that will be wiped when 2nd stage hits.
