The cosmetics bought on one soldier are transferrable to another one! I was just switching out Soldiers, because I got better ones and felt a little sad, because the Soldiers I had had in my squad were equipped with cosmetics, I had bought with orders. Now when I went into the customization menu, there were already pieces there. The exact same ones, the previous soldiers in that slot had. And I remembered, when I changed the soldiers out, I pressed yes on that message that pops up, asking, if you want to change the Inventory of soldiers automatically. It apparently also carries over cosmetics.

Same for vehicles on same faction on diferent campaigns.
I believe cosmetics, like uniforms, are SQUAD locked. Anyone inside the squad can wear the hat you bough for a soldier in said squad (but you must buy it multiple times for multiple soldiers to wear it.)
But the same soldier, if put in a different squad, won’t have access to the cosmetics bough in the first different squad.
At least it used to be so, haven’t checked in a while.
I mean, i’d really like if you only had to buy a cosmetic once and could use it freely as many times as you want… But that would probably not generate as much money for gaijin.
… or it would. Because right now, prices are predatory, that would change if the piece were to be usable multiple times: many more ppl would buy.
