Keep in mind the following points are only raw ideas. And not all of them have to apply to one gold order and make it thus overpowered.

weapon gold orders:
-I guess Enlisted will go in more modern campaigns eventually.
Would be cool if we would be able to transfer gold order weapons, premium squad weapons and event weapons to these campaigns.
I guess more modern campaigns will have standard full auto weapons anyway.
So it wouldnt interfere with the balance.
It seems also to be normal, that old weapons appear in new conflicts. -
vehicle gold orders:
-you could not only get a new appearace, but also a diffrent variant of the vehicle.
For example one with one more MG or better Magnification or faster reload or faster speed and so on.
-I wouldnt add something like thicker hull or better gun. Its nice as a veteran to know what tank can harm yours and the other way around. If you want to add such things than make the variant distinguishable. -
soldier gold orders:
-gold orders for soldiers could give you in general a soldier of the highest tier. For example an assaulter 3 instead of an assaulter 1.
-he could also have more skill-points to spend.
-he could have more that five skill slots
-he could have an unique perk that no normal soldier can get.
-you could add a gold order soldier to any squad no matter of his branch. For example if a squad can only hold machine gunners, you can add a gold order assaulter.
-you could add one gold order soldier to a full squad. Means you can make a six solder squad out of an five soldier squad.
-he could give nearby allies or only his squad a buff. Maybe by activating an ability for a few seconds.
-a squad fully made out of gold order soldiers can have any composition of branch-soldiers and can use any weapon or vehicle.
