Last time I proposed a HA mode that ai is taking over the control of everything and players are just common solider.
This post is a completely different thought.
This game mode is sort like the GTAOL. players are not forced to do any specific objective. instead, the players can choose to accept “orders” in the back or join any activities happing in the playground.
The mission could go from something easy for new guys with only br1 gear like build/repair something in the back to br3 like drive supply truck to the front line and hold a position for some time to missions for br5 elite like taking something behind enemy’s line like a tank or document or capture hostage or breakthrough an enemy line.
And when someone do an interactive mission(higher the mission br higher chance of an interactive mission) every in the room can choose to go and help/stop the mission. And reward is given on how much each player is involved in the mission.
And above all mission there is an “assault preparation” bar. which increases as missions are done. After the bar is filled the players in this side can vote to start an assault. an event for the whole room to attack/destory/defend something. if succeed then the line will be pushed to enemy’s side.

Oh boy. I get what you want don’t get me wrong, but I highly doubt that such a complex mode will be a thing.
What could be a thing are a faction based missions. Whole faction players needs to get 1000000 kills in 1 weeks or stuff like that.
But a deep merge of all BRs would be impossible to implement as it conflicts with the current game design.

I don’t think this will fit in Enlisted. I think even king of the hill would play better
