The item is a supply bag to give you extra supplies so you don’t have to take the perks for extra supplies you can get vitality and still have extra supplies for your engineer.
And as usual anyone’s free to expand or improve my idea

I think keeping it as a perk helps with game balance.
If you really need that many more supplies, bring more engineers.
With how broken the AI is They don’t live long enough to be useful even when you lock them in a closet.
And if we have a supply bag that means not everyone’s gonna be carrying a grenade bag because it was in the game I would certainly do it I’ll cut down on the explosive spam so I can focus on my work being an engineer And if I can stack the resources in the perk I don’t have to be stingy with my supplies and equipment and I can give out my equipment more freely instead of rationing my resources
