anyone know how to use it ? i got it but i didnt see it in decal decoration, i play moscow allies
I am pretty sure it is unfortunately only available for US and UK vehicles. So you cannot use it on Soviet vehicles.
You can find this at the very end of the article about the event :
" * Received decals can only be used on British and U.S. vehicles."
