Yeah, MM definitely needs to be changed.
I am not sure if your proposed change is ideal, but it would definitely be better than what we have now.
I believe Darkflow doesn’t want more than 3 queues which is why they don’t do this, so I suggest the following:
BR 1v. BR 2
BR 2 v. BR 3 v. BR4
BR 4 v. BR 5
Not perfect but it would protect new players.
And make BR4 more viable.
The end goal would be the 4 queue you mentioned.
Or a skill based matchmaking system.

i had entire squad of new guys-- br 3 players slaughtered them half left and one guy said this is fun not
the br isnt working cos they dont care if u pay u do a lot better with squads , But free game not a chance v clans players 2-3 good players the games over in 7 mins
if they have heavy mg mg 42 they decimate squads, and console v pc worst thing they ever did mixing it
pc we have multiple keys n a mouse v a joy stick one sided game almost ever time if i see all console players as the enemy majority im off out - moan over lol and the planes are crap to fly and the tanks just as bad to control they cant push thru a wall and get stuck in trenches their tracked vehicles not wheeled should be e pass thru a trench with ease but not in this game
