I’ve had decent success in bombing with the IL 2 in the Russian campaign, it only has 4 50kg bombs. Try to fly low or dive onto the target. Dropping them from anywhere above 500 m is just to far to be accurate unless you are carpet bombing (which is obviously not the case).
