the normal uniform patterns will be free so no more drop in/out from the squad to give him the helmet, new hats, helmets, belts, boots etc … will be obtained from events/battlepass/bought with gold

Both.
Keofox confirmed that some will be purchasable, some earnable through events/battlepass.
Which ones is the speculation part, but it would make sense that basic stuff would be available for free.
But since literally every single aspect of this game can be purchased, I would say that over 90% of costumization options will be only paywalled and F2P will be lucky if they get one helmet per campaign.

if you mean that you have to use an in-game currency for the operation, he did not specify it he just said that the soldiers already have free clothes and others that can be purchased
