I assume it is a bot. So how comes that bots dont use the full loadout?

nope.
in spectator mode ( when you lost all the squads during a match ) , for some reason, when AI lose their bot, they simply disappear from the HUD.
used to be a feature in multiplayer but got removed for players as was abit weird and confusing.
but looking from profiles and such, no bots squads has 3 soldiers.
