It says ‘event decals’. It is possible they could only be acquired during some kind of event.
Maybe there will be more opportunities for this event and thus, this kind of reward?

To be fair I’m not sure if that was ever confirmed or not.
Though they may as well be with how small the max payload in the Pacific is. You would have to be at it all battle and hope it’s a long one.
