Help for losing side in a match #2

Reading a similar post, I thought and if there was a greater cooldown when respawning (especially vehicles) and the greater number of bots, the less cooldown for both sides, like this we:
1- avoid kamikazes and tanks or plane spamming.
2- Have a more balanced game for the side that has 4 or 5 players and the rest bots.

How does this help the losing side?

just took the name to continue the thread, but most of the time the team with more bots is the losing one.

Bots seem more of a symptom than a cause to me- I would put a bot as on-par with the average low-level player, and better than many of them.

The problem is that one side of each campaign tends to have a much higher average level.

There’s only 1 way I see that would help balance human players: +something% xp bonus if you have the “play random faction” box ticked on.
