When playing medic on Pacific campaign I noticed I get 15 xp for healing an ally. I then took the skill 200% health restored when healing allies. When I healed players with the new skill, I still got 15 XP even though I had healed them for a greater amount. So it looks like you have the potential for quicker healing with this skill, but for farming XP the skill doesn’t seem worth it. I would take +50% speed of healing allies and take the +35 vitality for survivability. It’ll take you longer to heal allies, but you’ll get much more XP for doing so.

Currently healing a ally soldier are 15, save from death an ally soldier is 40

You do more point healing withaut heal perk, except the speed one

it works like that.
if you heal someone ( no matter their hp, or how much you healed them ) you get xp based on the action.
when stalingrad was released, you were able to heal multiple times the same guy without the perk and basically farm points ( hence that’s how heinz got first during the competitive event ).
since that happened ( although not only from heinz, many more did the same ) devs decided to remove the ability to heal more than once a soldier but with the same xp.
