I think the campaign progress itself being separate is fine, but you do not get even remotely enough orders to outfit even one faction properly without insane grinding and luck, unless Gaijin intends for players to only stick to one side of a single campaign they need to resolve the situation with orders.
Consider that as of right now you can only get 49 silver weapon orders - this is doing every single achievement/challenge and maxing out your battlepass. That is woefully few orders even for one side of a campaign considering that later equipment packs cost 2 or even 3 orders. I’m fairly sure that’s not even enough to upgrade your vehicles to max stars if you decided to spend them exclusively on vehicle spare parts.
