Give Type 1 Ho-Ha ability to use MG scope

The MG has a scope, same as on tanks, allow us to use scope.

Additionally we should be able to use the MG scope on all japanese roof mounted MGs. They all have that nice scope and it goes unused.

Agreed, it would at least partially compensate its pathetic mag size.
