Give players a recruitment order for each squad that they unlock in the various campaigns and can’t be received any other was. This order is not a bronze or silver order. It can be used to get 1 soldier of any type at 1 star. This way people can still get 1 star soldiers and will give people what they need to fill squads. There would be a limit as to how many a player can get based on how many squads are in a campaign ~20-25.
