During the Battle of Moscow, pak40 was not popular with the Germans.
Also, the APCR of the pak38 can penetrate the armor of the T-34, so if the APCR is implemented, the pak40 is not needed.

Most likely just a bug. The update changelog didn’t mention such change.

Ideally with usable HE rounds as in later years it was extensively used in anti infantry role.

Unfortunately, it was not developed in 1943.
Are you referring to the Pak 36 Stielgranate 41 ? Because as the name implies it was designed in '41 and available from Feb '42 on the Eastern Front. It made a name for itself in the defence of Cholm from Jan to May '42 when the city was encircled and besieged following the Soviet Winter '41 counter offensive.
Infact it would be a better fit for the Moscow campaign because the Pak36 would be lighter and easier to maneouvre against the fast Soviet tanks. The HEAT round had a relatively limited range, but given the maps in Enlisted it can easily cover spawn to spawn.

I don’t think PaK40 exist in Moscow but PaK38, the thing wkth PaK40 is it just better than PaK38 in everyway against tanks
