There is a perk for that: + 50% building speed
Also if you have more than 1 engineers in you squad you can press “X” and the other one comes and helps out, reducing the time. That means that you get a 7.5 seconds per rally with perk and if you press X you get a 4-5 seconds build time per rally point (it takes the AI enginner about 2-3 seconds to come and help).
