For level 3 requirements in the Soviet Union and Germany, better ground-attack aircraft are needed.
At present, the United States has SBD and P51.
Japan has the Type 5 fighter and Comet.
The Soviet Union only has P40 or Yakovlev 9K and does not have ground-attack aircraft.
Germany only has Stuka and does not have ground-attack fighters.
