In general, the victory marks depict which nation’s vehicle was destroyed, so they should be given to the faction that faces them.
Example: if it depicts RAF roundels, it should be given to Germany (also Italy) and Japan. The description also confirms: “Victory marks depicting destroyed RAF planes”.
Exception: USSR marks enemy kills with stars (so USSR is already correct).
Observation: some people counted on the wrong crosses for germany for a makeshift identificator, but that won’t be necessary - based on the last SITREP, they will add insignias.
