Those are all planes will multiple gunners seats. Somehow, the Axis, and Allies planes can only control a single one.
The Soviet one, obviously, has control access to all of them…
Seriously Df. implement control over other gunner seats for all factions. Not JUST the Soviets, will you?
Apparently it’s extremely difficult for them to retroactively update old assets, otherwise we won’t be troubled by them like the atrocious squad progression.
Polishing of this feature is in the works, but it isn’t easy at it could be.

I wouldn’t hold my breath. Seems like I always hear that DF is discussing it, or working on it and a year later, nothing changed.
