Fix SdKfz 251 mobility

Both the premium SdKfz 251/1 and the event SdKfz 251/9 have absolutely horrendous mobility for some reason.

I’ve noticed that I was able to reverse up inclines I could not drive up, so it’s possible the reverse and drive power might be reversed.

All apcs and even tanks mobility needs justice it cant be that i get stuck on a stupid little hill when irl these were absolutly nothing for ww2 vehicles
